You go to GIMP.org (but you don't need it.
I use MS Paint, and sometimes Photobie for animations).
Get an account at Fileden.
After that? Use image tags -- the [ img ] and [ /img ]. Without the spaces of course.
[ img ]http://YOURimageURLrightHERE.gif[ /img ]
How to draw? Find that out yourself. Take up the mouse, and just try drawing.
If this is your first time, and you get something horrible, just try. We can't help you on 'how to draw' exactly. Unless there happens to be someone right next to you, supervising you or something.
So... just try already.
